Germany Willing to Support Revival of Central Railway

The German government is ready to support the reviving of the ailing central railway line, the ambassador of the Federal Republic of Germany, Klaus Peter Brandes has revealed.

Speaking at the embassy in Dar es Salaam yesterday, during the questions and answers session at a news brief on the upcoming second African Logistics Conference, (ALC), the envoy said, “If the government of Tanzania thinks that Germany can participate in reviving central railway line, we are ready,” he affirmed.

The envoy also said his government has been supporting many projects like water and electricity, as those were the projects picked by the government of Tanzania to receive assistance from German. “So far the government of Tanzania has not yet asked for German’s support on the re-built central line,” he clarified.

The Central Line (formerly named by German as: Tanganjikabahn or Mittellandbahn) was the second railway project coming into existence in the colony of the then German East Africa after the Usambara Railway, it runs west from Dar es Salaam to Kigoma via Dodoma and another route leads to Mwanza.

“I would be more than happy to see the minister for transport, Dr Harrison Mwakyembe when he comes back from Germany where he went to get the German experience on railway sector.” Ambassador Klaus said.

Currently Dr Mwakyembe is on a work trip in German.

Speaking about the ALC event which will take place later next month in Dar es Salaam, Ambassador Klaus said, the conference comes in a crucial moment as Sub-Sahara Africa faces some unique opportunities as well as challenges in terms of logistics and supply chain managers and humanitarian logisticians in particular.
Briefing the media on the aim of the conference, Dr. Jennifer Schwarz, from Swiss based Kuehne Foundation, said in addition to traditional logistics topics like “Railway and Development” the conference will cover mainly subjects like, capacity building in humanitarian logistics, food security and distribution in Eastern Africa.

The conference that will take place on October 4 to 5 this year has been organized by the foundation and the National Institute of Transport, (NIT), with support from various stake holders including the German embassy.

On his part, NIT director general, Elifadhili Mgonja, said the conference will bring together experts across the globe in railway transportation and humanitarian logistics. “The main objective is to share among participants the expertise, experiences and intelligent planning tools on how best the Tanzania railway sub sector could be molded to serve better the individual country’s economy.” He said.

The history of railways in Tanzania goes way back in time during the German colonial era in the early 1880s’ the first ever railway line in East Africa was built by the Germans from Tanga.

Rais Jakaya Mrisho Kikwete amemtumia salamu za pole Mkuu wa Majeshi Jenerali Davis Mwamunyange kufuatia kifo cha Meja Jenerali Anatory Ruta Kamazima (Mstaafu) aliyefariki jana tarehe 25 Septemba, 2012 katika hospitali ya Taifa ya Muhimbili.

“Nimepokea kwa mshituko na huzuni nyingi habari za kifo cha Meja Jenerali Kamazima, ni pigo kubwa sana kwa Jeshi la Wananchi wa Tanzania (JWTZ) na Taifa kwa ujumla” Rais amesema katika salamu hizo.

Mchana wa leo Rais ameitembelea familia ya marehemu nyumbani kwao Tegeta kuwafariji wafiwa.

Marehemu alizaliwa mwaka 1946 katika kijiji cha Maruku, Mkoani Kagera. Alijiunga na Jeshi mwaka 1967, mara baada ya kuhitimu Chuo Kikuu mwaka 1966.

Marehemu Kamazima amesoma kozi mbalimbali za kijeshi hapa nchini na nchi za China, India, Uingereza na Misri na kulitumikia Jeshi la Wananchi wa Tanzania (JWTZ) katika ngazi mbalimbali ambapo mwaka 1989, aliteuliwa kuwa Mkurugenzi wa Tume ya Kuzuia Rushwa Tanzania, hadi alipostaafu Juni 2003.

Rais amemuelezea marehemu Kamazima kama mzalendo na mtu aliyeipenda na kuitumikia nchi yake kwa weledi mkubwa, uaminifu na moyo mmoja.

“Nimemfahamu Marehemu kwa miaka yote ya utumishi wake jeshini na serikalini kama mzalendo, muaminifu na mwenye moyo wa kulinda nchi yake wakati wote” amesema “Marehemu Kamazima alikua mtu wa kutumainiwa sana katika nchi yetu na kamwe hatutamsahau kwa utumishi wake uliotukuka”.

“Tutamkumbuka na kumuenzi siku zote, tunamshukuru Mwenyezi Mungu kwa yote na tunamuombea mapumziko mema Marehemu Kamazima. Amina”. Rais ameongeza.

Marehemu ameacha mjane, watoto na wajukuu.

Charity Swim-A-Thon in Dar


Rotary Club of Dar es Salaam Oysterbay presents a Charity Swim-A-Thon

The Rotary Club of Dar es Salaam Oysterbay is proud to sponsor a Charity Swim-A-Thon on Sept 29th, 2012 at Funky's in Masaki, Dar es Salaam. This Swim-A-Thon will go from 10am – 10pm, with the goal of having at least one person doing laps in the pool the entire time.

”We expect hundreds of swimmers, as well as their friends and families,” said Vikash Shah, the event organizer. “There will be food and drinks available for sale, and fun for the whole family.“

Registrants can sign up for one or multiple segments of fifteen minutes, each at 10,000 Tsh. Swimmers below the age of 18 years must be accompanied by a parent or guardian.

Prizes will be awarded for the youngest and most enduring swimmers, as well as for the funkiest swimming costume.

“All proceeds will go towards the philanthropic activities of the Rotary Club of Dar es Salaam Oysterbay that make a big difference in the lives of many people each year” said the club’s President, Raju Sheth. “Our projects are focused on the community in which we live, in order to help those in need and make Dar es Salaam a better place.”

Some of the projects of the Rotary Club of Dar es Salaam Oysterbay include academic scholarships, tree planting campaigns, water for schools, the Rotary Dar Marathon and their flagship medical camp program. The medical camps bring quality medical care directly to Tanzanians in regions where healthcare is otherwise unavailable or inaccessible. Many people receive vital medical care that would otherwise not be available to them.

Kikwete sends message of condolence to Obama

President Jakaya KikwetePresident Jakaya Kikwete has sent a message of condolences to President Barak Obama of the United States of America over the killing of the country’s Ambassador to Libya and two other Americans.

Ambassador Chris Stevens and three other American officials were killed at the U.S. consulate in Benghazi, Libya.

“I am deeply saddened by the news of attack at the Consulate of the United States of America in Benghazi that caused the deaths of Mr. Chris Stevens, the Ambassador of the United States of America to Libya and three other American officials,” said part of the statement President Kikwete sent to President Obama.

“I wish to convey our most heartfelt condolences to You, and through you to the Government and the People of the United States of America for the great loss,” he said on behalf of the government and people of the United Republic of Tanzania, and on his own.

Kikwete said the killing of Ambassador Chris Stevens and three other American officials who were working at the Consulate has touched many people around the World.

He said the deceased will be remembered for his tireless efforts and commitment in pursuit of international peace and security especially for his work in Libya.

“My Government condemns the attack against the American Diplomats as well as actions against religious beliefs. Our Government will do whatever it takes to make sure that what happened in Libya and the Middle East does not happen in Tanzania,” said Kikwete.

LOS ANGELES (AP) - Authorities say federal probation officers have interviewed a Southern California filmmaker linked to an anti-Islamic movie inflaming protests across the Middle East.

A Los Angeles County Sheriff's spokesman said early Saturday that 55-year-old Nakoula Basseley Nakoula was interviewed at the department's Los Cerritos station.

 Deputy Don Walker says Nakoula was not arrested and traveled voluntarily in a squad car with deputies to the station, which is near his home.

   Walker says he doesn't have information on the interview or how long it lasted.

   TV station KC says Nakoula went to the station early Saturday morning.

  Federal probation officials couldn't be reached early Saturday. Earlier they said they were investigating the activities of Nakoula, who has been convicted of financial crimes.

On Thursday, Nosipho Regina Shilubane, a South African woman, lodged a legal challenge to try to block the premier's wedding, the day after the High Court threw out an application by another former lover to halt the ceremony.

In papers filed at a magistrates court she said she was engaged to Tsvangirai after being introduced to him by her church pastor at a hotel in South Africa in September 2009.

Shilubane, who did not appear in court, said Tsvangirai had taken her on holiday to Singapore, the Seychelles and Botswana and that the two were "still engaged to be married".

Tsvangirai's colorful private life has come under scrutiny since the death of his wife Susan in a car crash in 2009, with local media reveling in stories of his relationships with numerous women.

The other woman keen to halt the wedding - Locardia Karimatsenga - is appealing a judge's decision to reject her challenge to Tsvangirai's marriage to fiancee Elizabeth Macheka.

If the wedding were blocked it would be a major embarrassment for Tsvangirai, who had been expected to invite Mugabe, his political partner in a fractious coalition formed after a disputed 2008 election, as well as some foreign leaders to the ceremony.

While 88-year-old Mugabe has been criticized for turning what was once one of Africa's strongest economies into a basket case, Tsvangirai is now being publicly questioned over his dealings with women and money.

Zimbabwe State Media reports that Prime Minister Morgan Tsvangirai's wedding to Elizabeth Macheka remains doubtful following the filing of another urgent application at the magistrates' court by a South African woman who is claiming to be legally engaged to marry Tsvangirai.

Nosipho Regina Shilubane filed the urgent application objecting to the pending wedding ceremony between Tsvangirai and Macheka in terms of Section 19 of the Marriages Act Chapter 5:11, through her lawyer Wellington Pasipanodya, a senior partner at Manase and Manase law firm according to the State media.

Pasipanodya filed the papers before regional magistrate Munamato Mutevedzi and said his client is aggrieved that Mr Tsvangirai intends to marry without her knowledge and without finishing outstanding lobola negotiations with her family.

In part, Ms Shilubane contends she was introduced to Tsvangirai by her pastor, Mr Lazurus Muriritirwa of the Gospel Assembly Church on the 5th of September 2009 in Johannesburg at Monte Casino shopping complex.

Thereafter, a relationship blossomed between the two after Tsvangirai told the applicant he was a widower who was looking for a bride to marry and the pastor had said she was a suitable candidate.

Shilubane further argues that she visited Zimbabwe between the 18th and 20 of September in 2009 staying at her pastor's house in Borrowdale.

Tsvangirai is said to have relocated Shilubane from Yeoville to an upmarket apartment near Sandton Buccleuh, following which they went for a holiday in the Seychelles between 28 of December and 10 January 2010.

On the 19th of December, Shilubane alleges Tsvangirai asked her to follow him to Gaborone in Botswana, saying he was distressed. She followed and they stayed together in his hotel.

On the 27th of December 2010, they went together for another love cruise holiday in Singapore for two weeks up to early 2011, on a yacht called the Legend of The Seas.

In February, Tsvangirai is said to have proposed to marry Shilubane indicating he wanted the ceremony to be conducted in Zimbabwe and Shilubane accepted, advising him that he should first marry her traditionally according to her Tsonga custom.

After the marriage dates were agreed upon, Shilubane alleges Tsvangirai would shift them saying government commitments were disturbing him.

Shilubane says she was shocked to discover that Tsvangirai was scheduled to marry Elizabeth Macheka on the 15th of September 2012, hence her objection to the issuance of a marriage licence.

Mwangosi Killing: Policeman Charged

Police Constable Pacificus Cleophace Simoni (23) appeared before Iringa District Court yesterday charged with the murder of Channel Ten journalist Daudi Mwangosi.


The accused with a white hood draped over a good part of his face, and in a black jacket was escorted into the court by more than seven police officers.

The Public Prosecutor Michael Luena told Senior Magistrate Dyness Lyimo that Constable Simoni with number G2573 residing at FFU quarters in Iringa municipality killed Daudi Mwangosi on September 2 this year at Nyololo village in Mufindi District in Iringa region.

The accused was not allowed to enter any plea because the court has no jurisdiction over murder cases.

The case was adjourned to September 26 this year and he was remanded in custody since the charges facing him are not bailable.

Meanwhile, Home Affairs Minister Dr Emmanuel Nchimbi has said that the probe committee he formed to investigate the murder will continue with its work.

In a statement released in Dar es Salaam yesterday Minister Nchimbi said that the probe committee will continue with its work with a view to get a lasting solution to the misunderstandings between police and journalists and police with political parties.

He said the move also will help to improve the relations between police and civilians, calling on all stakeholders to allow the law to take its course.

Mwangosi who was a Channel Ten Representative in Iringa was killed on September 2 this year at Nyololo village in the region following skirmishes between police and Chadema supporters.

On Tuesday journalists countrywide staged a demonstration to condemn the brutal killing of their colleague vowing to continue pressing the government to take action against all people involved in the killing.

The journalists called on police to respect their work just as journalists recognise and respect members of the force.

Mwangosi who was born in 1972 was buried at Msoka village in Mbeya region on September 4 this year. He is survived by a wife and four children.

Watanzania bara wanaoishi Zanzibar wataanza kusajiliwa na kupewa vitambulisho maalum sawa na raia wa nje ya Tanzania wanaoishi Zanzibar.

Kwa Mujibu wa muswada wa marekebisho ya sheria ya Usajili ya Mzanzibari mkaazi namba 7 ya mwaka 2005 kazi ya kuwasajili itaanza kufanyika miezi mitatu baada ya kupitishwa kwa sheria hiyo.

Muswada huo unatarajiwa kuwasilishwa katika Baraza la Wawakilishi Zanzibar (BLW) na Waziri wa Nchi Ofisi ya Rais (Ikulu) Dk. Mwinyihaji Makame Mwadini, Oktoba 10 mwaka huu.

Kifungu cha 6A (1) cha muswada kimeleza kwamba kila mkazi asiyekuwa Mzanzibari atatakiwa kujisajili katika Ofisi ya usajili wa vitambilisho vya Mzanzibari mkazi.

Muswada huo umeleza kwamba zoezi hilo pia litawagusa raia wa kigeni ambao wanaishi Zanzibar na kufanya kazi au biashara.

Kifungu cha 6A (3) kimeleza aina ya wageni wanaotakiwa kusajili kwa mujibu wa sheria hiyo wanaofanyakzi Zanzibar ama kwenye taasisi ya umma au binafsi pamoja na wanaofanyabiashara visiwani humo.

“Muajiri wa mkazi asiyekuwa Mzanzibari atatakiwa kutoa taarifa za mtu huyo kwa mkurugenzi au afisa msajili ndani ya siku 60 kuanzia ajira yake au ikiwa ameajiriwa kabla ya kuanza kutumika kwa sheria hii,” umesisitiza muswada huo.

Aidha, muswada huo umefuta kifungu cha 7 na watu wote watakaosajiliwa watatakiwa kuchukuliwa alama za vidole badala ya kidole gumba kimoja kwa mujibu wa sheria hiyo.

Akizungumza na NIPASHE Mkurugenzi wa usajili wa Vitambulisho vya Uzanzibari mkazi Mohamed Juma Ame, alisema serikali imeamua kuwasajili watu hao baada ya kubainika kuwepo watu wanaopewa vitambulisho hivyo kinyemela.

Alisema kwamba hali hiyo imekuwa ikifanyika baada ya vitambulisho hivyo kuonekana kuwa ni nyenzo muhimu katika maisha ya kila siku hasa katika upatikanaji wa huduma za jamii.

Mohamed alisema sheria hiyo pia itasadia kuwatambua watu wanaoingia na kutoka Zanzibar maeneo wanayoushi na kazi wanazofanya Zanzibar.

Hivi karibuni Baadhi ya Wajumbe wa Baraza la Wawakilishi wamekuwa wakilalamika kuwa vijana wengi Zanzibar wameshindwa kunufaika na ajira katika sekta ya Utalii kutokana na kazi hizo kuvamiwa na wageni kutoka nje ya Zanzibar ikiwemo Tanzania bara.

Rais wa Jamhuri ya Muungano wa Tanzania na Amiri Jeshi Mkuu wa Majeshi ya Ulinzi na Usalama, Mheshimiwa Jakaya Mrisho Kikwete amemtumia Mkuu wa Majeshi ya Ulinzi Jenerali Davis Mwamunyange salamu za rambirambi kuomboleza kifo cha Luteni Kanali (mst) Adam Hussein Mwandu Makwaia, aliyekuwa Mpambe wa Rais wa kwanza wa Tanzania, Baba wa Taifa, Mwalimu Julius Nyerere na Rais Ali Hassan Mwinyi.

Katika salamu zake, Rais Kikwete amemwambia Jenerali Mwamunyange: “Nimepokea kwa majonzi na masikitiko taarifa za kifo cha Luteni Kanali Makwaia ambaye nimejulishwa kuwa alipoteza maisha Jumanne, Septemba 4, mwaka huu, 2012, katika Hospitali ya Jeshi ya Lugalo mjini Dar es Salaam.”

“Katika miaka yote ya utumishi wa Jeshi na utumishi wa umma, Luteni Kanali Makwaia alikuwa mwadilifu na mwaminifu kwa nchi yake, alikuwa na weledi wa kiwango cha juu katika taaluma yake ya kijeshi na alikuwa mtiifu kwa viongozi wake. Nakutumia wewe Mkuu wa Majeshi ya Ulinzi salamu zangu za rambirambi kufuatia kifo hiki,” amesema Rais Kikwete na kuongeza:

“Aidha, kupitia kwako natuma salamu za pole nyingi kwa familia ya marehemu Makwaia ambao wamempoteza baba na mhimili wa familia. Pia, kupitia kwako, natuma salamu za rambirambi kwa maofisa na wapiganaji wote wa Jeshi la Wananchi wa Tanzania (JWTZ) ambao wamempoteza ofisa na mpiganaji mwenzao.”

Luteni Kanali (mst) Makwaia alijiunga na Jeshi Machi 24, mwaka 1974, na alilitumikia kwa miaka 23 na miezi tisa kabla ya kustaafu. Alikuwa Msaidizi wa Mpambe wa Rais kati ya mwaka 1978 na 1981 na kuwa Mpambe wa Rais kwa miaka sita hadi 1987. Amefariki dunia akiwa na umri wa miaka 62.

AJICHIMBIA KUTETA NA VIGOGO WA POLISI, VIONGOZI CHADEMA, DK NCHIMBI AKATISHA ZIARA AREJEA NCHINI

TUKIO la kuuawa kwa mwandishi wa habari wakati polisi wakipambana na wafuasi wa Chadema mkoani Iringa, limelitikisa jeshi hilo na jana Mkuu wake (IGP), Said Mwema alilazimika kujifungia na vigogo wa polisi Mkoa wa Iringa kujadili suala hilo.

Wakati IGP Mwema akifanya mkutano huo, uliodumu kwa zaidi ya saa mbili na nusu, Waziri wa Mambo ya Ndani ya Nchi, Dk Emmanuel Nchimbi amelazimika kukatisha ziara yake ya kikazi Afrika Kusini na kurejea nchini kushughulikia suala hilo.

Mwema alienda Iringa jana na kuitisha mkutano huo uliowahusisha pia viongozi wa Chadema, akiwamo Katibu Mkuu wake, Dk Willibrod Slaa katika mazingira yaliyoelezwa kuwa na ulinzi mkali.

Hii ni mara ya kwanza IGP Mwema kwenda mwenyewe kwenye mikoa kunakotokea vurugu kati na vyama vya siasa na baadaye mauaji ya raia.

Julai 15, mwaka huu vurugu za aina hiyo zilitokea mkoani Singida ambako Mwenyekiti wa Umoja wa Vijana wa CCM Kata ya Ndago wilayani Iramba, Yohana Mpinga aliuawa kwa kupigwa na silaha za jadi.

Pia mkoani Morogoro, Ally Zona aliuawa katika vurugu zilizoibuka baina ya polisi na wafuasi wa Chadema katika haraka za jeshi hilo kuwasambaratisha wafuasi hao kwa kile ilichoeleza kuwa maandamano yao yalipigwa marufuku.

Katika vurugu zote hizo, IGP amekuwa akituma wawakilishi au kutumia polisi kwenye mkoa husika kushughulikia matatizo hayo.

Makubaliano ya Kikao

Taarifa kutoka ndani ya kikao hicho zimeeleza kuwa polisi imekubaliana na Chadema na Umoja wa Vyama vya Waandishi wa Habari Tanzania (UTPC) kusitisha majadiliano yote yanayohusu kifo cha mwandishi huyo hadi mazishi yake yatakapokamilika.

Mwenyekiti wa UTPC, Kenneth Simbaya alisema baada ya mkutano huo kuwa wamekubaliana kuwa na mkutano mwingine baada ya shughuli za mazishi kukamilika.

“Tulichoomba kifanyike ni kwamba, tumzike mwenzetu halafu majadiliano mengine juu ya ilikuwaje kwa nini na nini kifanyike kwa siku za usoni yatakuja,” alisema Simbaya.

Alisema sasa wanasubiri mwili wa Mwangosi ufanyiwe uchunguzi na wataalamu kutoka Dar es Salaam kabla ya kukabidhiwa kwa ndugu kwa ajili ya maandalizi ya mazishi.

Katibu wa Chama cha Waandishi wa Habari Mkoa wa Iringa (IPC), Francis Godwin alisema uchunguzi wa awali wa IPC unapingana kwa asilimia zote na taarifa ya jeshi hilo kwa kuzingatia taarifa zilizotolewa na baadhi ya waandishi waliokuwapo katika tukio hilo.

“Taarifa kutoka katika vyanzo vyetu zinaonyesha kwamba Mwangosi alipigwa kwa virungu kabla ya kulipuliwa na bomu hilo ambalo kwa vyovyote vile mhusika wake mkuu anaweza kuwa jeshi hilo na ili taarifa hiyo potofu isiendelee kuugubika umma, IPC imeamua kutoa tamko linalolenga kuviarifu vyombo huru viingilie kati uchunguzi,” alisema Godwin.

Nchimbi Katisha Ziara

Waziri wa Mambo ya Ndani, Dk Emmanuel Nchimbi jana alilazimika kukatisha ziara yake ya kikazi, Afrika Kusini na kurudi nchini ambako pamoja na mambo mengine, atazungumza na waandishi wa habari leo kuhusu tukio hilo.

Nchimbi anarejea nchini wakati Naibu wake, Pereira Ame Silima akikataa kulizungumzia akisema uchunguzi umeshaanza.

Silima alisema tukio hilo linachunguzwa kwa pamoja kati ya Mkuu wa Upelelezi wa Makosa ya Jinai (DCI), Robert Manumba na IGP Mwema... “Mwema na Manumba wanaelekea Iringa ikiwa ni sehemu ya uchunguzi wa tukio hilo na baadaye ndipo jeshi la polisi litaweza kueleza ni kitu gani hasa kimetokea.”

Alisema kwa sasa lolote litakalozungumzwa juu ya tukio hilo litakuwa ni hisia tu na ukweli utajulikana baada ya uchunguzi huo kukamilika.

Akizungumza na waandishi wa habari leo jijini Dar es Salaam, Mkurugenzi wa Habari na Uenezi wa chama hicho, John Mnyika, aliwataja vigogo hao wa polisi kuwa ni Kamanda wa Operesheni wa Polisi, Paul Chagonja na RPC wa Iringa, Michael Kamuhanda

Wawili hao kwa mujibu wa Mnyika, kwa nyakati tofauti walidai kuwa marehemu alifikwa na mauti baada ya kuchoropoka kutoka kwa kundi la wafuasi wa Chadema na kukimbilia mikononi mwa Polisi na ghafla kulitokea mlipuko wa bomu la machozi uliosababisha kifo chake, jambo ambalo sio la kweli.

Mnyika alisema maneno hayo yanayotafuatiana na kuyaita kuwa ni ya uongo ukizingatia kwamba picha mbalimbali zimeonesha ikiwemo waandishi waliokuwemo eneo la tukio kutoa ushuhuda wao.

Kutokana na hali hiyo, Mkurugenzi huyo alisema ipo haja ya vigogo hao kung’oka kupisha uchunguzi, ili uweze kufanyika kwa haki na kuongeza kwamba Rais atumie madaraka yake kuhakikisha askari saba wanaoonekana katika picha 'wakimsghulikia' marehemu kukamatwa haraka na kuhojiwa ni nani alifyatua bunduki, kwa namna gani na vigogo gani walitoa amri hiyo.

Kwa mujibu wa Mnyika, Polisi imekuwa na tabia ya kukamata raia wanaokuwa eneo la tukio pindi kunapotokea mauaji kama hayo, hivyo ni wakati sasa wa Polisi wanaoonekana katika picha wakimshambulia marehemu Mwangosi nao kukamatwa.

Aidha alilitaka Jeshi la Polisi nchini lisitumie vibaya fedha za walipa kodi kwa kuchunguza nani alihusika na mauaji hayo wakati wauaji wanaonekana.

DAR ES SALAAM (Reuters) - A leading Tanzanian editor accused police on Tuesday of beating up and killing television journalist Daudi Mwangosi, who died on Sunday during clashes between anti-riot police and supporters of the opposition CHADEMA party.

A police commissioner denied police responsibility but said he had ordered a joint military-police inquiry into the killing. Photos of the victim were uploaded onto the Internet and published by local newspapers.

Opposition leaders and activists linked the incident to a wider trend of rapidly growing violence against dissent in Tanzania and called for an independent inquiry.

Mwangosi was killed in a village in the Iringa region, about 500 km (315 miles) west of the capital Dar es Salaam, while reporting the clashes between police and CHADEMA supporters.

It was the first time in modern Tanzanian history that a journalist had been killed while doing his job, the Tanzania Editors' Forum (TEF) said.

"It was a deliberate move by the police, who clearly targeted this journalist. Eyewitnesses said the journalist was surrounded by police, beaten up and brutally killed," TEF secretary-general Neville Meena told Reuters.

Police fired a tear gas shell into Daudi's stomach at close range, Meena said. "Photos of fragments of Daudi's blown-up body hit the Internet less than one hour after the incident. We believe that the police are deliberately targeting journalists in a violent crackdown."

The police denied responsibility and said they had moved in to disperse an illegal gathering of opposition supporters.

"Police deny any deliberate involvement in the death of the journalist," police commissioner of operations Paul Chagonja said in a statement. "A commission of inquiry comprising officials from the police and military has been formed to investigate the death of the journalist."

Journalists at the scene uploaded images onto the Internet that they said showed Mwangosi's mutilated body lying on the ground, his abdomen ripped open and intestines spilling out.

Local newspapers published photos that showed a man lying on the ground, surrounded by anti-riot police officers who were beating him. The newspapers identified the man as Mwangosi, though the face was not recognizable.

"We condemn the killing ..." the Guardian newspaper of Tanzania said in an editorial. "It is unacceptable for the government and the public to rely on police investigations, knowing only too well that they are in this case one of the parties being blamed for the death of our colleague," it added.

Mwangosi's death came a week after one person was killed and several were wounded when police fired tear gas to break up an opposition protest in Morogoro town, a stronghold of the ruling CCM party.
